Strengthen Alabama Homes is a state grant program that pays up to $10,000 to re-roof a house to the FORTIFIED standard. It is funded through the insurance industry rather than by taxpayers, there is no income limit, and it has been running in Mobile and Baldwin counties since 2015.

All Phase Roofing and Construction is an approved Strengthen Alabama Homes contractor and a certified FORTIFIED contractor, so we can do the work the grant pays for and handle the documentation the certificate needs.

What the Grant Actually Pays

The grant covers 100% of the cost of the mitigation work up to $10,000. If your roof costs more than that, you pay the difference. For a lot of houses on the coast, $10,000 covers a very large share of a FORTIFIED re-roof.

What you get for it is not a cheaper version of a normal roof. It is a roof built to a tougher standard than code and verified by an independent evaluator, which is why the insurance industry is willing to fund it. Many carriers also offer a premium discount for a certified FORTIFIED roof, though what your own policy does is a question for your agent rather than for us.

Strengthen Alabama Homes is administered by the Alabama Department of Insurance. Full eligibility rules and the current award schedule are published at strengthenalabamahomes.com.

Who Qualifies

The program is specific about this, so it is worth checking before you get your hopes up.

Residential roof repair and maintenance

The Property

An owner-occupied, single-family home that is your primary residence. Condominiums, townhomes, mobile homes and rental property are not eligible. The house must be in good repair and cannot be listed for sale during the process.

The Insurance

You need an in-force homeowners policy when you apply and wind coverage in place when the work is finished. If the property sits in a special flood hazard area, flood insurance is required too.

The Work

The re-roof has to meet the FORTIFIED Roof standard and be verified by a Certified FORTIFIED Evaluator approved by the program. You choose your contractor from the program’s list of qualified contractors.

How the Application Works

Applications open on a published schedule, county by county, and funds are committed first-come until that round runs out. That is the part that catches people, because a round can close the same morning it opens.

  • Check the award schedule at strengthenalabamahomes.com for your county’s next opening date.
  • Apply when the window opens, not later that day. Popular rounds go quickly.
  • Choose an evaluator and contractors from the program’s approved lists once you are accepted.
  • We build the roof to the FORTIFIED standard and photograph every required stage as it goes on.
  • The evaluator verifies the work and the FORTIFIED certificate is issued through IBHS.

We cannot apply on your behalf and we cannot influence whether you are accepted. What we can do is have the roof ready to go the moment you are, so a grant round is not wasted waiting on a contractor.

Which Counties Are Eligible

Mobile and Baldwin counties have taken part since the program began in 2015. Jefferson, Tuscaloosa and Escambia counties were added in 2025, which brought the Birmingham metro into the program for the first time. Participating counties and dates change round to round, so check the current schedule at strengthenalabamahomes.com before you plan around it.

Why Work With Us on a Grant Roof

Certified FORTIFIED Contractor

We build to Insurance Institute for Business & Home Safety standards and have been doing it on the coast for years.

We Handle the Documentation

Every required stage photographed as the roof goes on, which is what the evaluator needs and what most delays come down to.

Ready When Your Round Opens

We will inspect and quote before you apply, so you are not scrambling for a contractor once you are accepted.

Honest About the Gap

If the roof will cost more than $10,000 we will tell you the real number up front, not after the grant is committed.

Financing for the Difference

Regions Bank programs can cover the balance, from a 12-month same-as-cash loan to fixed-rate terms up to 144 months.

Disclaimer: Lifetime workmanship warranty applies to qualifying residential re-roof projects only. This does not apply to repairs, commercial roofing, gutters, siding, windows, new construction, or manufacturer warranties unless specifically stated. Manufacturer warranties vary by product and system installed. Warranty terms are provided in writing with each proposal.

Frequently Asked Questions

How much is the Strengthen Alabama Homes grant?

The grant pays 100% of the cost of the mitigation work up to $10,000. If the FORTIFIED re-roof costs more than that, the homeowner pays the difference. There is no income limit on the program.

Which Alabama counties are eligible?

Mobile and Baldwin counties have participated since the program started in 2015. Jefferson, Tuscaloosa and Escambia counties were added in 2025. Participating counties and application dates change from round to round, so check the current award schedule at strengthenalabamahomes.com.

Who is eligible for the grant?

The home must be an owner-occupied, single-family primary residence in a participating county. Condominiums, townhomes, mobile homes and rental property are excluded. The house must be in good repair and not listed for sale, and you need an in-force homeowners policy at application plus wind coverage when the work is complete. Flood insurance is required in a special flood hazard area.

Do I have to use a specific roofing contractor?

You choose from the program’s list of qualified and trained contractors, and you also need a Certified FORTIFIED Evaluator approved by the program. All Phase Roofing and Construction is an approved Strengthen Alabama Homes contractor, so we can carry out grant-funded work.

Can All Phase apply for the grant for me?

No. The homeowner applies directly through the program, and we have no influence over whether an application is accepted. What we can do is inspect and quote your roof beforehand, so that if you are accepted the work can start without you having to find a contractor first.

Will a FORTIFIED roof lower my insurance premium?

Many carriers offer savings for a certified FORTIFIED roof, but the discount varies by carrier and by policy and we cannot tell you what yours will do. Our part is building and documenting the roof so it qualifies for certification, then handing you the paperwork to take to your agent.
