Strengthen Alabama Homes is a state grant program that pays up to $10,000 to re-roof a house to the FORTIFIED standard. It is funded through the insurance industry rather than by taxpayers, there is no income limit, and it has been running in Mobile and Baldwin counties since 2015.
All Phase Roofing and Construction is an approved Strengthen Alabama Homes contractor and a certified FORTIFIED contractor, so we can do the work the grant pays for and handle the documentation the certificate needs.
The grant covers 100% of the cost of the mitigation work up to $10,000. If your roof costs more than that, you pay the difference. For a lot of houses on the coast, $10,000 covers a very large share of a FORTIFIED re-roof.
What you get for it is not a cheaper version of a normal roof. It is a roof built to a tougher standard than code and verified by an independent evaluator, which is why the insurance industry is willing to fund it. Many carriers also offer a premium discount for a certified FORTIFIED roof, though what your own policy does is a question for your agent rather than for us.
Strengthen Alabama Homes is administered by the Alabama Department of Insurance. Full eligibility rules and the current award schedule are published at strengthenalabamahomes.com.
The program is specific about this, so it is worth checking before you get your hopes up.
An owner-occupied, single-family home that is your primary residence. Condominiums, townhomes, mobile homes and rental property are not eligible. The house must be in good repair and cannot be listed for sale during the process.
You need an in-force homeowners policy when you apply and wind coverage in place when the work is finished. If the property sits in a special flood hazard area, flood insurance is required too.
The re-roof has to meet the FORTIFIED Roof standard and be verified by a Certified FORTIFIED Evaluator approved by the program. You choose your contractor from the program’s list of qualified contractors.
Applications open on a published schedule, county by county, and funds are committed first-come until that round runs out. That is the part that catches people, because a round can close the same morning it opens.
We cannot apply on your behalf and we cannot influence whether you are accepted. What we can do is have the roof ready to go the moment you are, so a grant round is not wasted waiting on a contractor.
Mobile and Baldwin counties have taken part since the program began in 2015. Jefferson, Tuscaloosa and Escambia counties were added in 2025, which brought the Birmingham metro into the program for the first time. Participating counties and dates change round to round, so check the current schedule at strengthenalabamahomes.com before you plan around it.
We are on the Strengthen Alabama Homes qualified contractor list, so the work we do is work the grant can pay for.
We build to Insurance Institute for Business & Home Safety standards and have been doing it on the coast for years.
Every required stage photographed as the roof goes on, which is what the evaluator needs and what most delays come down to.
We will inspect and quote before you apply, so you are not scrambling for a contractor once you are accepted.
If the roof will cost more than $10,000 we will tell you the real number up front, not after the grant is committed.
Regions Bank programs can cover the balance, from a 12-month same-as-cash loan to fixed-rate terms up to 144 months.
Disclaimer: Lifetime workmanship warranty applies to qualifying residential re-roof projects only. This does not apply to repairs, commercial roofing, gutters, siding, windows, new construction, or manufacturer warranties unless specifically stated. Manufacturer warranties vary by product and system installed. Warranty terms are provided in writing with each proposal.

No. The homeowner applies directly through the program, and we have no influence over whether an application is accepted. What we can do is inspect and quote your roof beforehand, so that if you are accepted the work can start without you having to find a contractor first.
Many carriers offer savings for a certified FORTIFIED roof, but the discount varies by carrier and by policy and we cannot tell you what yours will do. Our part is building and documenting the roof so it qualifies for certification, then handing you the paperwork to take to your agent.
